Troubleshooting: All User accounts are disabled or computer continuously restarts
Audience
Windows SteadyState administrators
Symptoms
All user accounts are disabled or the computer continuously restarts.
Cause
Windows Disk Protection encounters an error, cannot start correctly, or Windows SteadyState disables all users when it is not performing Windows updates.
Workaround
To correct the problem, start Windows in safe mode, and log on as an administrator. Then you can use Windows Disk Protection Recovery to repair Windows Disk Protection.
To log on as an administrator and repair Windows Disk Protection:
Restart the computer in safe mode. To restart in safe mode, do one of the following:
In Windows Vista:
1. Click the Start button, click the arrow next to the Lock button, and then click Restart.
2. Do one of the following:
· If your computer has a single operating system installed, press and hold the F8 key as your computer restarts.
You need to press F8 before the Windows logo appears. If the Windows logo appears, try again by waiting until the Windows logon prompt appears, and then shut down and restart your computer.
· If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to start in safe mode, and then press F8.
3. On the Advanced Boot Options screen, use the arrow keys to highlight the standard safe mode option, and then press ENTER.
For more information about options, see Windows Vista Help and Support.
4. Log on to your computer with a user account that has administrator rights.
When your computer is in safe mode, you'll see the words Safe Mode in the corners of the display.
5. Open Windows SteadyState.
6. In the Windows Disk Protection Error dialog box, click Create a new cache file, and then click OK.
7. To exit safe mode, restart your computer and let Windows start normally.
In Windows XP:
1. Click Start, click Shut Down, click Restart under What do you want the computer to do?, and then click OK.
2. When you see the message Please select the operating system to start, press F8.
3. Use the arrow keys to highlight the appropriate safe mode option, and then press ENTER.
4. If you have a dual-boot or multiple-boot system, choose the installation that you need to access by using the arrow keys, and then press ENTER.
5. Log on as an administrator.
6. In the Windows Disk Protection Error dialog box, click Create a new cache file, and then click OK.
Creating a new cache is similar to installing Windows Disk Protection for the first time. Windows Disk Protection calculates the size of your hard disk and creates a cache file equal to 50 percent (up to 40 gigabytes [GB]) of the free hard disk space. For example, if you have a 40-GB hard disk, and your operating system and programs use 10 GB, you have 30 GB of free space available.

Disk Protection is turned off, no cahce file is present, so i am not sure why i am receiving the following issue.
I CAN access the files on the OS partition using a different OS so if any files need to be altered, please help me, i should be able to do so.
now what happens if the user accounts are locked and safemode just reboots, because this has happened to me and i am EXTREMELY upset at this because i have ALOT of information on this PC that needs to be retrieved.
booting the computer is standard mode gives me the option of all user accounts, all of which tell me "this user account is disabled, contact see system administrator"
when attempting to log in as Administrator the system tells me "this user account has been disabled"
when booting into safe mode the system reboots right about when the user login screen should appear. I see the mouse cursor then the system reboots
so essentially my system is unusable right now.
i need an answer to this as you program has pretty much destroyed 2 systems so far, this being the 2nd one and i refuse to lose more data because Steady State is only an Alpha program, i say alpha because i refuse to even call it a beta it is so buggy....

I have now uninstalled this bogus program from all computers.
this should be labelled as a beta, it is NOT ready for full consumer release. not even close.
it basically screwed up 3 computers.
i will not deny it made the systems run faster, yes programs opened faster, but the systems eventually crashed or became unusable.
once the user accounts have been locked, which the program does all by itself, no one changed anything, the program just disables accounts the system becomes unusable.
the safe mode option is bogus, you cant even boot into safe mode, and even if you could it wouldnt matter because the accounts are locked, so hwo can you expect anyone to log in.
please remove this program from public access, microsoft is destroying peoples computers its rediculous!
i am VERY VERY upset right now.
